The scheme was officially announced on 5 February 2026 during the West Bengal Budget 2026–27 session in the Vidhan Sabha, Kolkata.
The announcement was made by Finance Minister Chandrima Bhattacharya, with a total state budget of ₹4.06 lakh crore.
Out of this, ₹5,000 crore was specially allocated for the Banglar Yuva Sathi scheme.

1. Permanent Resident of West Bengal
